Key takeaways
- A student sharing a flat with two others should plan for roughly 20,000-35,000 TL a month in Istanbul, 18,000-33,000 TL in Ankara and 19,500-29,500 TL in Izmir (our estimate, October 2026).
- Rent is what separates the cities: an average 2+1 flat in student areas cost 44,332 TL in Istanbul, 28,540 TL in Izmir and 23,921 TL in Ankara in mid-20262.
- METU in Ankara is the only university that publishes an official budget: 12,000-18,000 TL a month in a campus dorm, 20,000-35,000 TL in a shared flat1.
- Fixed costs are almost the same everywhere: General Health Insurance is about 1,321 TL a month5 and a student transport pass is around 600-650 TL9.
- Annual inflation was 29.73% in September 20263, so treat every figure here as a starting point and re-check prices before you move.

Student cost of living in Türkiye per month, city by city
A student who shares a flat with two others needs roughly 20,000-35,000 TL a month in Istanbul, 18,000-33,000 TL in Ankara and 19,500-29,500 TL in Izmir, as of October 2026. These totals are our estimate. We built them line by line from the sources in the table below.
Tuition is not included. It is a separate cost, covered on our page about tuition fees at Turkish universities. Flights, visas and one-off costs on arrival are not included either; they are covered further down. For the application itself, see our guide to admission at Turkish universities.

Cost of living in Istanbul for students: rent sets it apart from Ankara and Izmir
Transport and insurance cost about the same in all three cities. Rent does not. In the second quarter of 2026, an average 2+1 flat of about 100 m² in student areas cost almost twice as much in Istanbul as in Ankara2.
District matters as much as city. In Istanbul, Beşiktaş and Kadıköy averaged 56,000 TL, while Avcılar averaged 30,000 TL2. In Izmir, Buca was the cheapest from about 28,000 TL and Bornova reached 37,500 TL2. In Ankara, Etimesgut was around 25,000 TL and Çankaya could cost roughly double2. If you are still choosing a campus, compare universities in Istanbul and check which district each one is in before you look for housing.
| City | Cheaper districts | Pricier districts |
|---|---|---|
| Istanbul | Avcılar 30,000; Kartal 37,000; Kağıthane 37,500 | Beşiktaş and Kadıköy 56,000; Şişli 46,500 |
| Ankara | Etimesgut about 25,000 | Çankaya, up to roughly double |
| Izmir | Buca from about 28,000; Konak (Üçyol) 29,500 | Bornova 37,500; Balçova 36,000 |
METU's official breakdown for Ankara
Middle East Technical University (METU) is the only Turkish university we found that publishes a dated cost-of-living page in lira. Its International Students Office updated it on 22 June 20261. It is the best official benchmark a student can get.
| Item | METU's estimate |
|---|---|
| Total per month, campus dorm, economical lifestyle | 12,000-18,000 |
| Total per month, shared flat, moderate lifestyle | 20,000-35,000 |
| Total per month, living alone, comfortable | 40,000 and above |
| Living costs excluding accommodation | About 8,000-15,000 |
| On-campus dorm | 4,000-20,000 |
| Private dorm in Ankara | 12,000-60,000 |
| Three-person flat near campus (whole flat) | 35,000-60,000 |
| University cafeteria lunch | 80-120 |
| Restaurant meal | 350-600 |
| Milk, 1 litre | 50-70 |
| Eggs, 12 | 100-140 |
| Chicken, 1 kg | 180-250 |
Read these as METU's estimates, not exact prices. The page has small internal inconsistencies. For example, it also lists a campus cafeteria lunch at 150-250 TL. Its transport figure of 400-600 TL is already below the current Ankara student pass of 650 TL9.
Housing options: state dorms, private dorms and shared flats
Housing is the biggest decision in your budget. There are three main routes, and they differ in price, comfort and certainty. Before you pick a district, find your campus in our Turkish university finder so you know where to look.
KYK state dorms: cheapest, but not guaranteed for foreign students
The state dorm network (KYK) charges from about 1,590 TL a month for the 2026-27 year, up from 1,290 TL7. Year-round residents pay nothing in July and August, so ten months cost about 15,900 TL7.
Private dorms: more expensive, easier to secure
A 2026 survey of private dorm prices found these monthly ranges: Istanbul 15,000-80,000 TL, Ankara 17,500-74,000 TL and Izmir 15,500-55,000 TL6. Meals may cost extra. In Istanbul, breakfast was about 7,000 TL and dinner about 10,000 TL a month; in Ankara, about 6,000 TL and 9,000 TL6. METU gives a lower Ankara range of 12,000-60,000 TL1.
Shared flats: the usual middle route
Sharing a 2+1 flat with two others puts your rent share at roughly one third of the figures above. In Istanbul, a listings site put a single room in a shared flat at about 7,500 TL on average, but newer listings near Istanbul University and ITU averaged about 16,250 TL12. We found no reliable room-level figure for Ankara or Izmir.
| Route | Istanbul | Ankara | Izmir | Source |
|---|---|---|---|---|
| KYK state dorm (if a place is granted) | From about 1,590 | From about 1,590 | From about 1,590 | Press, September 20267 |
| Private dorm | 15,000-80,000 | 17,500-74,000 | 15,500-55,000 | Commercial survey, August 20266 |
| Share of a 2+1 flat (one of three) | About 10,000-18,000 | About 8,000-16,000 | About 9,500-12,500 | Press rents2, divided by us |
Transport and food: similar in all three cities
A student monthly transport pass costs about the same in each city, so it will not decide where you study. Register for a student card as soon as you enrol, because a full-price card costs more.
- Istanbul: the student monthly pass was 593 TL from February 20268. Press reports a rise of about 10% to around 653 TL in July 2026, which we could not confirm on the official tariff page. The student card itself costs 140 TL plus a 65 TL validation fee11.
- Ankara: the student pass is 650 TL for 30 days of unlimited travel since August 2026; a single student fare is 20 TL9.
- Izmir: a single student fare is 15 TL and the card costs 170 TL10. The current monthly pass price is not confirmed, so budget about 600-650 TL like the other two cities.

For food, METU's Ankara prices give a useful picture: a cafeteria lunch at 80-120 TL against a restaurant meal at 350-600 TL1. Eating on campus most days is the single easiest way to control this line.
We found no official figures for phone plans, internet or books in any of the three cities. That is why the budget table uses METU's all-in figure of 8,000-15,000 TL for everything except housing1.
One-off costs to budget for when you arrive
Some costs come in your first weeks, before your monthly budget settles. Plan cash for them on top of your first month.
Residence permit card: 964 TL
Students pay only the card fee for 2026, with no residence tax413. Our student residence permit guide explains the application step by step.
Rental deposit and first rent
Landlords usually ask for a deposit when you sign. The amount is set in the contract, so ask before you commit and get a written receipt.
- Cash or card for the 964 TL residence permit card fee
- Budget for your first health insurance payment
- Student transport card fee for your city
- Deposit and first month's rent if you rent a flat
- Basic household items if your flat or dorm is unfurnished
How we built these ranges, and their limits
We want you to know exactly how reliable each number is. Here is how the budget was put together.
- Official: METU's cost-of-living page1 and the residence permit card fee4. These are the strongest figures.
- Press, quoting official data: inflation3, city rents2, KYK dorm fees7 and transport tariffs8910.
- Commercial or listing sites: private dorm prices6 and Istanbul room rents12. Useful, but weaker.
- Our own arithmetic: the rent share (a flat divided by three) and the city totals in the first table.
Be careful with older agency guides. One study-abroad guide from early 2026 put an Istanbul student budget at 15,000-25,000 TL a month14. Rent alone for a central flat share now reaches the top of that range. Always check the date on any budget you read, including this one.
Practical ways to spend less as a student
- Pick the district before the city. In Istanbul, Avcılar averaged 30,000 TL against 56,000 TL in Beşiktaş and Kadıköy2. Living one or two stops further out can save thousands every month.
- Share a flat with two others. Your rent share drops to about a third, and bills split too.
- Apply for a KYK place, but have a backup. At about 1,590 TL a month it is by far the cheapest option7, yet it is not guaranteed for foreign students.
- Eat at the university cafeteria. At METU, lunch costs 80-120 TL against 350-600 TL in a restaurant1.
- Get your student transport card early. A monthly pass of around 650 TL9 is far cheaper than paying single fares every day.
- Watch for city promotions. Istanbul ran a 1 TL student monthly pass from 21 September to 17 October 2026, one per student15. That offer has ended, but similar ones may return.
- Keep a buffer for price rises. With inflation near 30% a year3, plan for your costs to rise during your studies, and re-check prices each semester.
Frequently asked questions
Is the cost of living in Istanbul higher for students than in Ankara or Izmir?
Yes, mainly because of rent. Ankara has the lowest rents of the three, with an average 2+1 flat in student areas at 23,921 TL in mid-2026, against 28,540 TL in Izmir and 44,332 TL in Istanbul2. Other costs are similar, so rent decides the ranking.
What is the monthly student cost of living in Türkiye?
Sharing a flat, plan for roughly 18,000-35,000 TL a month depending on the city and district, as of October 2026. In a campus dorm in Ankara, METU estimates 12,000-18,000 TL1.
Can international students stay in KYK state dorms?
It may be possible, but it is not guaranteed. We found no official 2026 notice confirming eligibility for foreign students, and Turkish citizens get priority. Check the KYK announcements each autumn and keep a backup plan.
Is health insurance compulsory, and how much does it cost?
International students need health insurance for their residence permit. General Health Insurance (GSS) costs about 1,321 TL a month in 20265, the same in every city.
